I promised months ago I would get a new version of the Tactic Center out there and I have delivered although a bit late...Version 2 is now released now using the .net framework so you need version 3.5 to run it. Excuse any bugs as im new to .net but let me know of any as I will fix these and you can update through the update part of the program.

Tactic Center download is used to download tactics while you're playing Football Manager. Use your Gaffa login details to download as many tactics as you want.
